In support to these effort, a monitoring and evaluation workshop was organized in Jinja in September 1997. This was done in partnership with the directorate of water development and the national water and sewerege corporation. The workshop brought together 75 representative from user groups, water and sanitation committees, urban councils, districts and the project.Monitoring and evaluation is critical in a decentralized environment such as the one emerging in Uganda. This is increasingly becoming a basis for planning and learning at various levels. The wokshop aimed at bringing together sector partners and communities to: review key issues to be monitores during and after the project cycle, identify indicators and means of verification and agree on the tools and methods for evaluating project effectiveness and performance.
